Description
The screen options and admin help tabs are hard for users to discover, and screen options could do a better job at communicating their purpose as user preferences. Better integration with user profiles may also help. Additionally, they could integrate better visually into the WordPress 3.8+ admin, making use of Dashicons and higher contrast.

Added a screenshot of a similar implementation in the Menu Customizer project. This sort of more compact, pop-up UI will be necessary for the eventual core implementation of screen options in the customizer (potentially following #27406) and/or a front-end editor. It would also be cool if we could support screen options on mobile; currently the tabs are hidden.
