Changing the links in the admin-bar to set permanent home-link and permanent dashboard-link

Description
Currently, in the admin-bar the "my-site" menu header links keeps changing depending on the section you currently are. If you are on a dashboard or any other sub-page of the dashboard (Profile,etc), it links to the home page. And if you are on the site (home) page or sub-page, it links to the dashboard home.
According to me, there should be a permanent home link and permanent dashboard-home link on the admin-bar.
So I think it is more accurate if we change the my-site menu header's link to permanently home , and the my-setting's header's link to dashboard home.
Currently, the my-setting's menu has 3 links excluding the log-out and all three link to the same (edit-profile) . I think we can change the header link to dashboard home ( Also since edit profile is a part of dashboard, i think dashboard-home link to the header is more accurate here than anywhere else.)

Thanks for the patch. I'm a no on this - the "where does home link" discussion has been had several times (think of it as a context switcher instead) and linking a user item to something that's not the user doesn't seem right.
I will submit the patch in a few minutes.
