In add theme, when searching with filters, sort by rating

Description

If I filter themes by two column, the first theme listed has two stars. We should sort results by stars by default, so folks don't see unappreciated themes and say "ugh WordPress themes suck"

I like the idea of showing themes based on star rating however I think we would see a jump in fake .org accounts reviewing themes in an attempt to get their theme to show up in the results. Any form of default sort would introduce this problem, like downloads.

Sorting is best implemented on the .org API side using a mixed set of criteria to avoid gaming.
