The new gallery placeholder that shows thumbnail images in the editor is a great improvement upon the previous look. However this new look does tend to confuse new comers to WordPress. By looking at it, it is not apparent that these images belong to a gallery, and even if it is understood, it is not obvious how to edit or delete the gallery. Secondly if there are two galleries back to back in the editor, it is not obvious where the first ends and the second begins without the need to click.
I propose that the grey box and the two icons stay active at all times. This will show that the images are in fact grouped together in a gallery and will visibily show how to easily edit or delete them. If this is not possible in the way the WYSIWYG editor is built there needs to be some sort of alternative to show the edit buttons without a click of the images.

Yes, I think that works just as well, if not better than my suggestion. I have just had multiple clients in the last few weeks ask how to add to a gallery as they were confused.
I think making the icons and box show up on hover helps a lot. I would also suggest having the icons show up at the top left like they normally do but they should scroll as the gallery is scrolled. Meaning if a gallery has 40 images in it or so no matter where they were in the editor if they hovered over the gallery part the two icons would show up, not require them to scroll to the beginning of the gallery to see the icons.

Okay, I'll make a patch for it. It might not be a good idea to show the same thing for both click and hover, since you can have a view selected and another hovered, in which case you'll have two views with a border and buttons. That might be confusing. Not sure.

This is fixed since 4.1.
I don't think we should do something on hover. I think it's quite obvious that you need to click on the gallery to edit. If not, it's probably the first thing you try to do. To remove it, you can also put the cursor after the gallery and delete.
I don't think we should show the border and buttons at all times. That would be a mess. What would be useful however is showing them when hovering over the view. Do you think that would solve your problems, or at least make it better?
