Media Grid AND List: Disparity in filters

• Some parity with the list view (e.g. date filter, bulk selection/action).

Right now we see this:

• "sort by media" is only available in grid view
• "sort by month " is only found in list view

The loss of 'sort by media' in list view is a regression (it's there in 3.9).

Related to #28895 but not 100% the same (probably could be flipped to a ticket to restore sort by type to list view)

I thought the type dropdown on the list table was missing too, but I was wrong - the filters for that are links above the dropdowns. Closing, let's use #28946 for the visual parity.
