WP 4.0 Tinymce editor toolbar sometime not dock properly

Description

Sometime editing a post in visual mode. Tinymce toolbar docked at wrong location overlapped the text area (See attached image)

This issue usually happen screen scrolling up and down. There might be some events within the post editing page that might capture the scrolling event and trigger the Tinymce toolbar re-position when screen scrolls.
