missing icons in editor on windows 7 phone

The icons don't show up in the editor on a Windows 7 phone. This is on a clean install of WordPress with no plugins and the default 2014 theme. This problem was reported as fixed in 3.8: #26369.

The problem has reappeared in version 3.9.1.

Welcome to Trac! First, my apologies that this never received a proper investigation to be addressed.

However, a lot has changed and I'm going to close this ticket out.

It seems the last version of Windows Phone 7 (7.5) was ​released in 2013 before being replaced by version 8. While there's a non-zero chance that there are Windows 7 phones using WordPress in the world, the ​market share of Windows 10 mobile was 0.01% in 2021 and likely far less today.
