Regression: in editor, can no longer scroll only post content; widgets scroll, too

In the editor, when editing a long post, you can no longer scroll only the post content — widgets scroll, too.

I am using Chrome 36/Mac.

In the attached screenshot, you can see the visual editor no longer has scroll bars.

Using svn-bisect, I determined the problem started occurring with this commit:
r29049 | azaozz | 2014-07-09 18:05:06 -0400 (Wed, 09 Jul 2014) | 1 line Enhance the editor on the Add/Edit Post screens, first run. Props avril, see #28328.

Chris from VIP support says there is an internal (.com) trac ticket #28905 covering this or a related issue.

That's what it's supposed to do. It's not perfect, but it's on purpose. See #28328 for more details.
