Editor has 2 scrollbars when HTML mode is used by default

Just tried WP 4 beta 4. It is really great that the height of the editor fits to the length of the post, it works as expected in graphical mode of the editor. If you change to HTML mode then it remains ok until you leave and reopen the editor.
When the editor is reopened this time, HTML mode will be used by default and you will see 2 scroll bars just like in earlier WP versions before the improvement. To get it working again you have to switch to graphical mode, there you will have only 1 scroll bar. By switching back to HTML mode only 1 scroll bar will be shown just as expected, but if you do a page refresh while being in HTML mode, you will have 2 scroll bars again.

I am using Windows 8.1 and chrome 36.0.1985.143 m.
When i create a new post (or try to edit an already existing but short post) then everything works just as expected.
Interestingly if i edit an already existing post that is long enough (created on 11th august with WP4 beta3), then i face the bug.

Well, it actually seems to happen only on long posts that i have created with beta3 after i update to beta4 and try to edit those long posts.
If do a clean installation of beta4 i can not reproduce it either. And actually we have RC1 i think it might have been some issue of beta3 which got solved meantime.
Which OS and browser are you using? Does the editor already has text or does the issue exist while creating a new one?
