Description
Previously: #28577.
When a language is chosen during installation, a localised readme.html should be downloaded and made available to the user.

Yeah, we're going with 29290.patch, removing a reference to the readme. It's only marginally useful for initial downloads and is otherwise an anachronism.
While we're at it, maybe we should hyphenate five-minute.
