Media Grid: CSS should be in an admin file instead of media-views.css

Description

media-views.css can be loaded on the front end if you use the editor and/or media modal in that context. The CSS for the media library grid view is also in that file, which is unnecessary. It should be in media.css instead.

I am currently working on tightening up the filter bar CSS so that those selectors can be used and we can remove a chunk of the CSS here as well. Hold tight on patching.

media-views.css can be loaded on the front, which does not need this extra CSS.
