29352.patch should fix the mentioned issues. It doesn't touch the plugin description yet, see comment:7:ticket:22897 for background. But it seems like [20617] got reverted so we could add it back.

RTL: Fix modal alignments.

  • Prevent horizontal scrollbars in Chrome.
  • URL fields should be always LTR.
  • Force the plugin details to be LTR for all screens, see #19778.
