Clicking between media items focuses an item but doesn't select it

Description

In the media modal and media library, clicking on the gutter between items will set focus but doesn't actually select the item. It shouldn't set focus or select an item.

Moved the padding stuff to #29085. Punting this - it bugs me, but not worth the amount of churn and risk of breakage that initial investigation by avryl and azaozz has noted.
