Drag-and-drop galleries don't function using Windows + touchscreen devices

Description

WordPress.com users have reported an inability to rearrange galleries in the Add Media pop-up by dragging and dropping when they are using Windows 8 or 8.1 and have a touchscreen device. This happens in Chrome 37 and IE 11, but it does work in Firefox. Tested on a Surface Pro 3.

They're unable to drag and drop the images whether using a mouse or their touchscreen.
