Description

As previously done between r28153 and r28157 for shipping 3.9, let's bump the version.

Translators currently use HEAD to create localized builds, we should probably wait a bit longer to avoid someone accidentally creating a 4.1-alpha build.

Alrighty. I just noticed that for the 3.9 to 4.0 jump, the changesets that went from 3.9-RC to 3.9 and 3.9 to 4.0-alpha were only 96 minutes apart, so I wasn't sure if this was intentionally a longer delay. :)

I was busy doing a lot of other things yesterday and so I didn't do the bump.

That said, due to internal Rosetta build code, translators are currently releasing from branches/4.0, not trunk. So bumping trunk's version is fine. We can bump the branch version later.
