Installing in any language but English cause update nag to appear

Description

I can't find a report about this and my posts about this in the support forums have been met with stony silence...almost as if I'm the only person seeing it (which seems impossible to me), so here goes:

If I select any language but English when installing 4.0, as soon as I login the update nag appears saying I need to update to 4.0.

A few more details:

WP_DEBUG shows nothing.

Actually clicking to update does NOT make the nag go away.

Other than clicking to ignore this notice, the only way to get rid of the nag is to switch to English and click "Check Again".

And here's a tidbit that's probably destined for the "it couldn't matter less" bin:

If I have made the nag disappear by switching to English and clicking "Check Again", switching back to the other language and clicking "Check Again" causes the nag to reappear (and it stays until I switch back to English and click "Check Again" again).

This is my first visit here and first attempt to report a bug. Please accept my apologies if I've missed something.

Hi, thanks for the report. This is indeed something ocean90 and I know about, and we're working to fix it from the API side.
