Use Moment.js to show dates

Description

I think it would be very interesting to WordPress, if he would use the Moment.js library to display dates.

With that we could display the date in the locale of the site visitor format.
So we would have a product more and more globalized.

We could also use the Moment.js Timezone to display the values ​​directly in the user's timezone. Thus, some confusion that the user could do with respect to some date displayed, would be remedied.

And with the use of these libraries, we would have 2 settings unless in WP-Admin for the user to worry about.

Any specific area that you had in mind? It looks like so far there hasn't been a strong need for an external JS date library, where do you think it is missing?

Where it is displayed date, we could display them in the format and timezone of the User. So we would have a more globalized product.
And yet unless we would have two settings.

example:
When viewing a post, for me the "post date" would be shown in European format with timezone here.
For someone in japan would be the date displayed in the Japanese format and the timezone of there.
This not only for "dates of posts", but also for the dates of comments, dates inside WP-Admin, etc ...

With this, users would have a globalized website, and decrease a bit of the confusion that happens involving date formats and timezones.

Counterpoint - content that is tied to the date (and possibly time) of the originating poster. That is, when the publish date is just as much a part of the content as anything else.

Feels more like a theme-level thing for the moment, at any rate.
