There should be a better way to link to a specific plugin

Description
Currently the only way you can link to a plugin is this:
/wp-admin/plugin-install.php?tab=plugin-information&plugin=x
Which you really don't want to do since it completely disorientates the user. :)
There should be a way to link directly to the plugin information modal. This is useful when want to require or recommend another plugin.

I'm not entirely sure what you're asking for - a better URL? A Better direct UI?
If the latter, #18289 maybe?
