htaccess is missing in instalation package

During the instalation error "too many redirection" was appear.

The .htaccess file not missing, it's that way by design and is generated after you've installed WordPress; when you change the permalink structure. It's not included by default so this is not a bug. You may be experiencing an issue, but I don't think it's related to a missing .htaccess file.

Could you please provide more information about what is happening when you install WordPress?

I never understood the .htaccess file either.

I've had a GoDaddy Shared hosting account for over 3 years. In the beginning it was a Microsoft installation, then I changed to Linux, and recently I changed their provided Dashboard to cPanel. During that process a .htaccess file has appeared and disappeared several times. Currently I can't find it in cPanel, and GoDaddy advised me not to worry about it. I just uninstalled the New Nines Adaptive Images plugin (no longer available on WordPress.org) and was trying to delete some rewrite code from my .htaccess file that I had added months ago. Can't file the .htaccess file on GoDaddy's server to remove it. I don't know if I should worry about it or not.

Can you tell me in layman's terms, what the .htaccess file is for and how a Self-hosted WordPress installation uses it?

At its most basic level WordPress uses it to route ugly URLs to pretty URLs. Without one, your blog will still work, but you are limited in your permalink structure. There are many many more uses for a .htaccess file, but changing the URLs is the main thing WordPress is using it for at first.

Here's another question for you: During the past year, I was using New Nines' WordPress Plugin version of Adaptive Images (which doesn't seem to be supported anymore) and it required a Rewrite Rule added to my server's .htaccess file. Do you think my uninstall of that plugin also deleted that addition to my .htaccess file, OR do you think it might still be there. IF that rewrite rule is still there on my server, will it affect my site without the plugin, OR do you think it may cause me problems?

(I've replaced the Adaptive Images control of my site imagery with a Picturefill.js plugin)

Go to Settings->Permalinks and click "Save Changes". That will rebuilt the rewrite rules. You should not have any issues from removing the plugin unless your rewrite rules are still in effect and they route to resources that do not exist or something odd like that.
