Description

When you download WordPress in Chinese from cn.wordpress.org, the language directory includes some CSS and JS files.

When you install Chinese from the language installer in WordPress, these files are not downloaded and only the MO and PO files are installed.

That's correct, but nothing new. The language packs include only the translation files.

There are currently 14 locales which have more than a readme, license, and sample config in the /dist/ directory. These are our "complex" packages. These installs will get an update message after the install, see #29528.

Most of locale-specific changes were brought into core in #19603.

We should look into merging the remaining ones.

This was fixed at some point, and the Chinese distribution no longer ships with custom JS and CSS.
