If the plugins team (This needs to be discussed with them) wishes to change that, we can. 2 2 3 I definitely think we should not show anything for a plugin inside the WordPress admin within the 60 day closed grace period. The first couple of days after the new WordPress release all-plugin authors email is sent out, hundreds of plugins are temporarily closed for email account issues that take a few days most of the time for their authors to figure out.
