Editor: hide the DFW v2 button when editor-expand is off

Description

Currently when editor-expand is turned off by the user, we still show the DFW button (greyed out). However there is no good way to "tell" the users that they need to turn editor-expand on in order to use DFW. That is confusing and looks like an error as clicking on the disabled button does nothing.
