Steps to reproduce.

When a page is like this when the first load_,

Then make your browser short like this...

Expected: I should be able to scroll the page to see the bottom of the sidebar.

Reality: The page is not scrollable, so I can't see the bottom of the sidebar.

It's kind of an edge case but it'd be great if we can solve this issue.

Keywords needs-patch removed

Semi-related to #30632. With 30632.diff, this is not going to be an issue.
