As discussed in Slack: ​https://wordpress.slack.com/archives/design/p1418194894000049 the animations make it feel slower.

With 30664.patch​ there is still a small delay, but much better without the animation now.

Yes, the 100ms delay is needed to properly position the toolbar (this is buggier in iOS and the delay is larger there).
