"Collapse menu" should be "Collapse Menu"

Description

Wrong capitalization. This is a consistency issue.

It's at the bottom of the sidebar, after "Tools" and "Settings". Everything in the sidebar is capitalized, except "Collapse menu".

This bug only affects the English version of WordPress.

I think the lack of capitalization makes it clearer that it's a control element and not a title of a regular menu item.

All buttons on WordPress are capitalized, such as "Save Draft" in the Quick Draft widget. Therefore, control elements are also capitalized in WordPress.

I agree with SergeyBiryukov - given its particular context in the menu, I find it to be clearer without full title caps.
