Desire for additional role or better admin security

I ran into an issue in which an admin role was compromised and the compromised user removed all admin roles. I believe adding another role for single site installs that could not have it's role changed would be a solution. This would ideally be the default user with ID 1. Or, simply do not allow the role for user ID 1 to be changed through the admin.
