Scale: ​http://jqueryui.com/download/#!version=1.11.2&components=1000000000000000000001000000000010100
Puff: ​http://jqueryui.com/download/#!version=1.11.2&components=1000000000000000000001000000001010100

Both effects are introduced in jQuery 1.11 and landed with [29847] in core.

For 4.1 the workaround is to enqueue the needed files manual.
