This is a warning for the end-user developer that their WordPress install is having difficulty in connecting to WordPress.org over SSL.
This could mean your PHP install claims to support SSL, but doesn't, you don't have internet connectivity, or something else fun. To diagnose such things, you should head on over to the Support Forums for support, as trac is for Core bugs (which this is not).
