Add parent nesting to Quick Edit menus for Categories and Tags

Using core version 4.1.

When using Quick Edit mode on the Post Categories page you cannot nest existing categories into parent categories. The same UI flaw is present on the Post Tags page.

Considering that you are able to nest a brand new category on the same page, why shouldn't you be able to nest an existing one when in Quick Edit mode. This is particularly curious (and therefore IMHO a bug) considering that this exact functionality exists when in the Quick Edit menus on Posts or Pages screens.

My expectation is that Quick Edit mode should have consistent baseline functionality throughout the backend.
