This filter would allow the x1f4a9 feature plugin to maintain emoji in specific options, when the MySQL character set doesn't support them.

No good argument for adding this hook permanently. Given that x1f4a9 is pretty close to done, it's a bit of a waste to make a temporary hook for a few days.
