Grid Media Library won’t load in 4.1 with all plugins disabled

I can't get anything to show when the Media Library ("Dashboard" > "Media") is set to "Grid" mode. Rather, the spinner wheel just spins forever. The same issue is also present when trying to insert media into a post.

It DOES load correctly when I have it set to “List” mode. All 589 images show in a list as they should, going back to “Grid” mode, the spinner returns and spins forever (I have waited for over an hour just to be safe, but there’s no way it’s an issue with my internet connection).

However, “List” mode is not an option when inserting media into single posts.

Steps I have taken already:
I have de-activated all plugins and reverted to the twenty fourteen theme. No change.

Hello oscwood, welcome to trac. I have some questions for you:

• Does this happen on a clean install as well?
• Did it work in 4.0?
• Can you detect any JavaScript errors (​http://codex.wordpress.org/Using_Your_Browser_to_Diagnose_JavaScript_Errors)
• What is the response of the call to admin-ajax.php (see Network tab in your browser)?
