Conditional content on about.php for minor updates

Description
When you update WordPress after a minor update, it redirects to the about.php
page, which is geared toward the major version only.
I believe this can be confusing when updating to a minor version.
I don't know the best way to move forward, but it seems to me that a logical flow for conditional content would be to check if the current version is a minor version, and if the site is being updated from within the same major version (4.1 to 4.1.1 or 4.1.1 to 4.1.2, etc), and then show conditional content with notes about the minor version within the about page -- likely above or in addition to the regular about page for that major version.
I think this would be good for informing people about the minor version. To my knowledge, we don't do anything like this, but we do point people straight to the about page no matter if they were already on that major version or not.
