Press This: Add filter to modify cite tag

In press-this.js, a <cite> tag is automatically added surrounding the source link. As noted in ticket:31493#comment3, you can not remove this without jumping into the text editor and the default styling is the same as italics, making it confusing UX.

Proposal: Default the current cite tag to i while adding a filter to make it extendable to use other html tags per the site administrator's preference.

[31595] adds a groovy filter for the entire suggested HTML. That works to resolve this one.
