Given the facts that the Chinese in general just love using emojis and that WordPress has a lot of potential in Mainland China, it would be a very wise decision to change the CDN to that of .org.

The .com CDN is blocked from within China and it therefore takes a long time to timeout which adds to the loading time of the entire website every time a page where emojis are used on is loaded.

From the slack log I understand that you're waiting on an infrastructure decision from the #meta team. What does that mean?

The team behind WordPress.org infrastructure is determining the best way to host the files, given the significant amount of traffic it potentially has. using the WordPress.com CDN was always a temporary thing while that decision is weighed up.
