Changing milestone to 2.2

Any implementations from other projects that can be copied/borrowed?

Updated Description from:
I imagine my patch is ill-advisable so open to other recommendations. This worked on a client platform where the memory_limit was set in php.ini to be 12M, far smaller than was needed to do an MT import. This patch temporarily adjusts the memory_limit to 50M which I'd think would be big enough for just about anyone.

A better solution might be to check file size against memory allocation required and provide a more user-friendly error or prompt to split the MT file into two.
