Customizer: Theme Switcher navigation arrow points the wrong way

The navigation arrow for the theme switcher in the customizer points forward > instead of backwards <

This is very confusing as the action is to go back to where you were. It points forwards in the widget customizer

It currently points in the right correction because the slide animation is different too. But the arrow will be removed in #31289.

For reference, my understanding was that the theme switcher panel was "above" the customizer controls, hence the directionality.
