When the og:description or the auto-excerpt of a site/page includes an encoded character (') the text discovery fails. See ​https://wordpress.slack.com/archives/core-pressthis/p1428617698001041

After further investigation, the encoded character wasn't the problem. It is designed behavior of PT to ignore auto-generated excerpts (ending in ...) to prevent PT from displaying unhelpful excerpts per received feedback.
