Cannot move an active widget in the inactive widget area

I do not know if this is a known bug of if anyone has mentioned it before but for some reason, I cannot move an active widget that I do not want to use but keep for reference into the inactive widget area in the widgets page. This issue will show up when there are more widgets created. I notice this in a site that I have and I have deactivated all the plugins and switch the theme over to an an edited twenty fifteen theme.

You can moved it if you close the boxes but you will notice that it only goes partly down but not all the way. It is also on 4.2.1 version.

I'm not able to re-create this. Can you double-check it on a fresh install of 4.2 or 4.2.1 with untouched default theme and no plugins? If still present (and no one else has chimed in able to re-create), can you provide a screencast?

Thanks for checking out this issue and I did what you have told me and went to another site that I have as well. I was not able to see that issue come up in any of the sites. I will do some checking in the site to see if there is something that I overlook in some scripting. Thanks for checking this out.
