Splitting this out from #29897. In the Media Library list mode, improve the focus style for media thumbnails. See screenshot before and after patch.

As per the original comment in the CSS:

Only used once or twice in all of WP - deprecate for global style

would also propose to move these 3 media-icon rules to list-tables.css.
