@timmydcrawford excellent work. I'm going to get this into trunk to bake. I'm not 100% sure all of it should be in 4.7.5, except for sure the IE fix.

Another ticket can be opened to work on integrating a user-resizable Customizer controls pane as @jtsternberg worked on in the ​customizer-pane-resizer plugin, along with the other feedback provided earlier in the life of this ticket.
