Description
In the codex it states
"The following shortcuts use different access keys: "Alt + Shift + letter" on Windows and Linux (and on Macs if you're running any WordPress version below 4.2), and "Ctrl + Opt (Alt) + letter" on Macs (when running WordPress 4.2 and above)."
On Windows 8.1 when I hit Alt + Shift + 1 for example to add H1 tag on selected text, nothing happens. Before the upgrade I was hiting Ctrl+1 to put H1.
In chrome nothing happens, but I made a test with Firefox, Alt-Shift-1 works to put H1 tag.
There is something really stange, why change something that was working?

Tested in win8.1 in IE11, Firefox and Chrome, all shortcuts work as expected. Maybe you've set custom shortcuts in Chrome or have a custom/specific keyboard driver that may be interfering? Could you test with IE11 too and check if it behaves differently?

In Internet Explorer, when I hit Alt + Shift + 1 to add H1 tag on selected text, it works.
In Firefox it worked too.
In Chrome, I noticed today, that after the latest upgrade of Chrome, Alt + Shift + 3 adds H3 tag on selected text, but it only works from Alt + Shift + 3 to Alt + Shift + 8.
Alt + Shift + 1 goes to the first tab while Alt + Shift + 32, asks to close the WordPress post page.
I'll make some more tests with Chrome, and will disable all extensions, I'll come back to tell you

Tested in Chrome 46 on both Windows XP and 10, was not able to reproduce. All the shortcuts Alt + Shift + 1-8 work correctly for me. Also, no feedback in 6 months, would propose to close this ticket if no objections.
Works for me in Chrome + Win 7. I'll download a Win 8.1 VM to test.
