It's included as wp-config-sample.php. You need to rename it to wp-config.php

Just to give you a more complete answer, it's done that way so that you could copy all the files from the package without accidentally overwriting your wp-config.php file.

Thanks @SergeyBiryukov && @earnjam all sorted. I was making a fresh install, but good to know for updates.
