Description
When trying to upload media through my phone, WordPress report that my browser cannot be used to upload files.
That's not true, IE11 on Windows Phone 8.1 can upload files.

Still an issue on WordPress 4.5.2. Running into the same thing on my Lumia 640 (running Windows Phone 8.1). I can successfully upload files through other sites so there's a flag not being thrown correctly. I'm playing around with a few files with some success by using an all-or-nothing method but nothing that is specifically targeting that user agent. Maybe I'm in over my head but that seems to be the best solution at the moment.

@zachflauaus @ahriad are you still able to reproduce this issue? If you are, feel free to reopen this.
I am closing this out, though, as Windows 8.1 has not been updated since 2015 and the Windows market share has recently fallen below 1%. If this is an incorrect assessment, please reopen.
