edit_theme_options capability does not allow custom post types to be added to menus

A users with the capability both to edit a custom post type (and others' of that type) and also to edit_theme_options can not put that custom post type into WordPress menus.

If this is a critical functionality required by, say for example an editor, then there is no option but to make them an admin.
