It would be great to add some info about Site Icon in the Help in General Settings page.

The changes to the bit about the title seem fine. There are some things that are a little awkward about the final sentence. For reference, currently in the patch:
Site Icon creates a browser icon (Favicon) and several app icons for your site. They are like an avatar for your site, giving it a visual representation.
There's superfluous capitalization here ("Site Icon" and "Favicon"). I would not say that it is "like an avatar", as avatar outside of the WP context can mean a lot of things, not just a square image. I would specifically say that it's a square image and perhaps a hint about it being used small so that users can choose and/or prepare an image that has a better chance of a good result. Possibly something like:
The site icon is a square image that is used in browsers and on devices to identify your site. It can be displayed in various sizes, including very small, so choose accordingly.
I think "choose accordingly" sounds a little ominous, so let's riff on this further.
