New green using #a2d296 for the background color, #83c373 for the border color, and #23282d for the text (which passes WCAG AA and AAA).

I dropped down the background red to 60% tint for better visibility, so the background is #F1ADAD and the border is #E35B5B.

Orange background is #FBC5A9 and border is #F78B53.

Updated the colors in 32986.2.diff​ (I forgot about the second set of border color declarations in the first patch). Ended up going with 60% tint for the green background as well.

Unsure if this also covers the password reset meter.
