Description

Spinning off from #29906:

Toolbar links require two taps to activate after tapping the toolbar itself (e.g. to close a submenu). This appears to be related to hover state, but has proven to be difficult to unwind in time for 4.3. If we figure it out before 4.3-RC, we can commit it, but otherwise let's aim to look at this with at least a slightly wider/holistic view, possibly in a toolbar experimentation plugin.
