I think we just simplify this from “Save & Publish” (or “Save & Activate”) to just “Save”.

I would suggest deferring to translators to re-phrase stings like this that are longer than the English version. Is there an established workflow for specific translations to request core CSS adjustments like those linked above?

If we change the English string, it can probably be "Publish", to distinguish from the ability to save drafts that now exists.
