Enter at the start of a heading should give a paragraph

Description

If you put the cursor after a heading and hit enter, it gives you a new paragraph after the heading. If you put the cursor before the heading and hit enter, it should give you a new paragraph before the heading, but instead it gives a new heading.

Ideally this needs to be fixed upstream.
