Display warning on plugins page when performing a bulk action on no selected plugins

Description

Go to /wp-admin/plugins.php
Do not select any plugins
Bulk action - activate, delete, deactivate
Click apply
Page refreshes - nothing happens
Go to /wp-admin/plugins.php
Bulk action - update
Click apply
Plugin updater updates an empty phantom plugin

Currenlty the behaviour for 'update-selected' action is different from the others when no plugins are selected. But for all these actions we should show a warning like on the update-core.php page.
